Maybe they are considering the size of the area affected as well as the
intensity? For once the Express does seem to have some excuse for
getting excited.

The area affected by the Burn's Night storm was very extensive
though, considerably larger than Oct '87 although I think on balance
1987 was more intense, certainly when you consider the return
period for the area affected.
