It is not just the intensity of the rainfall that matters, it is over
how large an area it falls and how many people are affected.

Is it possible that summer floods seem to be so bad because of the extra
vegetation along the water courses? The summer growth must constrict the
flow to some extent, preventing a fast run off of water during heavy rain.
