Odd always rounds UP so it would have to be
=(odd(cell*10-5))/10

I have checked this and this appears to do what you want.

=(odd(cell*10-1))/10


10.12 10.1
10.19 10.1
10.22 10.3
10.26 10.3
10.15 10.1
10.25 10.3
