I looked on the MO website and the minimum was quoted there as -12.9C.

It is the 12-hour overnight minimum as reported in the 06.00 synop http://www.ogimet.com/cgi-bin/gsynre...day=16&hora=18

I think the figure on the MO website is the 24-hour minimum read at 09.00. On the above link, you can see that -12.9°C was reached after 06.00.
