At one time, Australia was under British jurisdiction but I don't think
it was part of Europe at the time. ;-)
I was about to suggest the British Antarctic Territory. Perhaps that
should count not just as part of Europe but as part of the UK, which
would rather mess up the daily "Coldest place in the UK" that appears in
the newspapers.
