Default forecasting cloudiness and why are some high pressures cloudy

Apologies for the elementary nature of this request but could somebody point me to a web resource on forecasting cloudiness and why some areas of high pressure are cloudy.
I'm probably wrong but I'm sure the same synoptic pattern in the 1980s would have given us a lot more sun? Anyway, thanks in advance.
