Default Lingering Snow

Despite the mini heatwave today, +5.5C, snow is still evident in the
neighbourhood. A 6 feet high pile in the lower park where a giant
snowman was built last week. And over 2 feet of the crud around my water
butts and hibernating plant pots alongside next door's damned conservatory.

At this rate, it'll still be there when next winter's snows start.

And I have a question that needs some clarification. Twice in the last
couple of days, I have heard mention on the radio/TV that this was the
coldest March since 1962. Is that correct, or should it be 1963?
