You report what you can see. Conventionally; the lowest layer, the next layer of 3 oktas or more and the next layer of 5 oktas or more. Anything else that's visible is recorded but not reported.

Unless there's a CB which would otherwise not be reported. In the Synop
8 groups it's the only time when four would be reported (at least that
was the case a while ago, it may have changed since).
