Or at least closed to high sided vehicles.
The bridge looked very exposed to me and nobody can claim they
weren't warned unless they thought it was another false alarm.....

Although I can also imagine that hauliers don't want to keep their
trucks off the road at every warning of high winds and there must
be considerable pressure on the drivers.
