Ace, if it applies to individual storms not just to ocean basins:
"There are various ways of measuring tropical storm activity including the number of storms, the number of hurricanes and something called the Accumulated Cyclone Energy (ACE) Index. The latter measure takes into account both the strength and duration of storms and so gives a good indication of how active a season it has been."
That would allow us to compare VEI and earthquake Magnitudes. I am pretty sure they are in similar ratios.
