Depends on how you define "worst". By peak wind speed? Flooding? Size of
area affected? Human impact? Duration of disruption? Insured/economic loss?

The 23rd December storm may well be the worst for 20 years in terms of
the total area of the UK impacted and the total transport disruption
(one rail line near me will be closed until February), I don't know for
sure.
