I'd have said that a Border Collie had intuition but I wouldn't have
ascribed it to a bulldog. A strong constitiution perhaps, perseverence
certainly, doggedness absolutely.
Intuition? I don't think so. The ability to forecast the weather?
Definitely not.
So, perhaps "bulldog intuition" is accurate. I parsed the sentence as
"of all of the people in the weather business who possess the intuition
of a bulldog, Joe's the hardest working one."
