I think the idea behind it is that when the sun rises the eastern
horizon is still clear, while cloud is already spreading in from the
west and has covered much of the sky, the sun thus illuminating its
under surface.


Similar argument applies in the adage that a rainbow is a good sign in
the afternoon but a bad one if seen in the morning.
