When I was forecasting at London Weather Centre in the late 70s/early 80s
the default minimum for central London in winter was 7C. i.e. if you were
unsure, just go for 7C and you would not be far out on a radiation night.
As you observe it can be -4C in the sticks and 7C in central London. I
suspect the heat island has spread a bit too?
That was weekdays of course, you had to go for a default 4C at weekends!
Only exception was with a strong wind advecting colder air in, one day the
temperature flat-lined day/night at -1C in a cold easterly.
