I think that does happen. On the NWS METARs, visibility reduced to
fog levels by precipitation often appears as fog / freezing fog
(depending on temperature), I think.

Total rainfall equivalent recorded at New York Central Park in the
whole event seems to be 19.8 mm.
With a temperature of -6C and dew-point of -8C, I'd say freezing fog is
unlikely.
