I've vaguely attributed to the Davis gauge under-recording to high rainfall rates, but I suppose that can't be right. It has been very windy here too. I have a cheap manual gauge too, and occasions that has read up to 30% more, but as you say, usually about 20% more. I can't use it now because the water table is so high my rain gauge floated away.
