As a small department - only a Secretary of State (was Amber Rudd), and
two ministers of state (Andrea Leadsom & Lord Bourne) - it was merged with
a restructured Business Department in order to free a Cabinet position for
the new Brexit minister. There is a limit on the number of
Cabinet Ministers - mainly, the governing party can not pay more than
~25. Other lower level ministers are allowed to attend meetings, but
cannot vote and don't get paid extra.

The old BIS (Business, Innovation & Skills) has lost some of its
responsibilities to the Education Department, but previously it
had 5 ministers of state and 2 junior ministers. It may therefore
be able to have a Climate Change minister in the next day or so.

I suppose the new BEIS Department head, Greg Clark, will have the CC
brief in Cabinet. The role that Amber Rudd had before yesterday.
