It’s a natural human instinct to see the face of the person you are
talking to, so you can see facial expressions, to determine whether the
person you’re talking to is in agreement with what you’re saying or at
least understands the language you’re speaking in. Also, people need
body language to ascertain the mood of the person.
Of course anyone who says not so, is a sad case person stuck in front of
a computer screen most or all of the time.
I wouldn't recognise the authority of any police officer that comes to
me wearing burqa. The government needs to pass a law which states
unequivocally that a person has a right to see a police officer’s face.
