Someone else taken a lot more by surprise was a schoolgirl wearing a
low-cut lacy-looking black top with bare midriff. She was holding her
arms across her upper chest to attempt to keep warm. Presumably sheer
stupidity runs in her family else a parent would have made her wear
something more sensible.

Are you sure it wasn't fashion/peer pressure and not parental stupidity? There seem to be plenty of people who are all to keen to display acres of bare flesh at the sight of a little sunshine, paying no heed to temperature and wind-chill.
