Unfortunately, not a joke.

New estates are going up all over the place, such as the 4000-odd new
homes near Truro. Although a new main road is to be built that will ease
traffic in the town, Cornwall's main hospital is already overstretched,
as are GP surgeries and local schools - but no new ones are planned. Who
are to buy these new homes? Locals can't afford them, and they are not
attractive as second homes. Many will be bought individually by the
local authorities of the Northern towns, for their unwanted clients that
must nevertheless be housed somewhere. There is apparently no suggestion
that this is an experiment in social engineering.
