Default November 2003 "Forecast"
November 2003 "forecast" based on pattern matching using rolling 30 year
average for CET deviation and EWP figures.

CET = 5.0C - 5.5C which is -1.4C to -1.9C below the 1971-2000 average
Rainfall = 85% to 90% of 1971-2000 average

I fully expect I'll be wrong on this though! :-)
