Yes it is confusing. Maybe Philip can clear this up.
Wish I could ... perhaps someone from the UKMO gecananswer. I've been
using 1971-2000 averages since early in 2001. I don't see the problem. It
may
be that the WMO hasn't got round to changing yet, but I really don't see
why that should affect information for domestic consumption.
