Default water shortages 2004?

Over the weekend I was driving across country. First opportunity to see for my
own eyes just how low reservoirs are adjacent the roads between Sheffield &
Manchester. Indeed, some are virtually empty with vast tracts of reservoir bed
exposed. It really sank home just how dry a year 2003 has been. Next
Spring/Summer could be interesting when water rationing is brought in,
methinks!

And the weather shows no sign of changing from it's predominantly
dry mood either. True, it's been wet over the last week or so but the
models are once again predicting a return to anticyclonic conditions
for the foreseable future.

This should be the wettest time of the year, yet where is the zonality?
As for water rationing, well I think it's a distinct possibility.
Certainly if we get through to February without any decent rainfall.
