If I could only find my copy of the book "Surrey Weather" (or a similar
title) written by Ian Currie, then I could probably give you a more
definite answer. I suggest asking on uk.sci.weather, where Ian would be
likely to see your post. I suspect that the answer is no, but it must
have been close to being possible in January, 1940, which was a very
cold month.
