What forces steer a hurricane? Air pressure and currents?

One day, the wind blowed so hard, it blowed a well up out of the ground;
blowed so hard, it blowed a crooked road straight. Another time it
blowed an' blowed, an' scattered the days of the week so bad Sunday
didn't get around 'til late Tuesday mo'nin. - The WPA Guide to Florida

Thanks. What's the possibility that if large sections of the troposphere
where heated up by some process it would alter the path of a hurricane?

100%. Any perturbation to the troposphere in the area of a tropical
cyclone will alter the path of a hurricane.

In which direction and how much is unpredictable.

Interesting. Assuming we do find a way to control the direction, what
would it take for humans to steer a hurricane away from the coastline?

The assumption is incorrect since the atmosphere is chaotic. There
would be no way to control it.
