It's not as much a matter of trying to release as much energy in a blast to equal the amount of heat energy that's driving a hurricane. It's a matter of trying to disorganize the circulating vortex air pattern of the eye wall (which is acting like a "worm hole" that is connecting areas of high and low pressure). If you can blast the eyewall away, then the entire moving weather pattern will probably not have enough ocean left to re-organize itself into another hurricane before it hits land. And if it did, and if it was done far enough away from land, then perhaps the loss of rotational organization would result in less dramatic and wide-spread distribution of fallout (which might just rain down into the water and settle on the sea floor).
