I believe man could control hurricanes, or at least reduce their punch.
The rotation of the Earth makes it appear the sun rises in the east and
sets in the west.

this causes a pushing affect, that expands warmer air near the equator
and a contraction of cooler air North or South of the equator . It takes
several days for the pushing to form a hurricane.

This causes a wet side and a dry side of every hurricane. If clouds on
the dry side were seeded to make it rain more on the dry side.

Pressure on the dry side would be reduced. By equalizing the pressure
this would prevent the hurricane from ever forming. or at least reduce
the velocity of the wind .

I know a man who's capable of putting out two or three city grids (knocking
out power) with a blast from his ass. I believe if we could somehow harness
that power a hurricane could be forced to change direction or be twarted all
together.
