Default Comparing months for temperature for a location, source?

Hi,
I want to compare monthly temperature for a given city. Ex: Dec., 2003 = x;
Dec., 2004 = y.

Does NOAA or some other agency have this kind of data?

No, I've looked there and as far as I can see, there's nothing that allows
