Because threadbare meteorologist are so poverty striken (and basically
illiterate) they can't afford to get on the internet and look up fresh
names. They have to keep recycling an old set of lists every six years
because they are not very well-read and familiar with the full aphabet
of choices available. They can't even seem to afford a public library
borrowers card to find names like Ulysses, Uma, Upton...
