Radiosonde and Upper Wind Codes - which fields will always be present?
 
I am writing an application to decode Radiosonde data and though I've
been able to find information on how to decode the information, I
haven't been able to find the standard for the report protocol. If I
know this I can reliably parse the data.

I believe it is present in the Federal Meteorological Handbook No 4,
though no copy exists on line.

What I mean is, will the TTAA/TTBB/PPBB/TTCC/TTDD and PPDD sections of
the report always be present and in the same sequence?
