Wouldn't this be the same as a deviation from the mean in which case no
matter if you are positive or negative the absolute value of the integer
would the true error. 0 error is perfect anything else...

The height on the bouys that are used run about 30m which the frictional
effects of land can be assumed to be nil...on land the wind sensors at most
airports sits ~6m of the gorund in which case...
