This happens when there are both a thin layer of high level Cirrus and
Ice Crystals that are laying close to parallel. The Oil on the Water effect
isn't only striking but can change very quickly.

This is Sugarloaf Mt. which is the central feature in Cochise National
Monument. The main attractions are the Rhyolite Pillars, some of which can
be seem in the Picture.
