:~) Whats the meterology behind the effect? Vertical shear with stronger winds above the billows. They're similar to wave clouds except the whole sheebang moves along. Jack Harrison if advects in will be able to give you a better explanation! You wouldn't want to fly in them although glider pilots use them but usually not at this height (: I've got stacks of billow clouds in my photo gallery.
