Default NE via land or sea

Looking at Sunday's UKMO chart it looks although we would have NE'ly
generated on an anticlockwise route via the North Sea, from a low centred
approx over S.Scandinavia. Would it be correct that a HP similarly situated
would give a NE'ly or more E'ly on a clockwise circulation from a more
(colder) land track? The full circle might be similar in opposite directions
but presumably this is the reason why the cold lovers want a Scandi high. I
know this is probably a bit basic but if correct I realise why all NE'lies
might not be the same.
