Default Retrieving world-wide current and forecasted weather data via a web-service

Hi,

I'm looking for a free web service providing current and short-range
predicted global surface weather data - the NOAA provides such data
pretty up-to-date, but only for the US using a web interface.

The optimum would be a web-service accepting longitude and latitude and
delivering the current data retrieved from the closest measurement station.

If anybody knows about online services (a web service would be fine, but
also parsable html representation does the job) providing what I'm
looking for I'd be very pleased if they could share their knowledge.
