Where does this information come from? A look at my trusty "coding" sheet
shows that the present weather codes for blowing sand are the low 30s while
blowing snow are the high 30s. The same code figure (3) is used for blowing
sand or blowing snow in the past weather. Presumably you are expected to
work out the correct one from knowing where the station is or looking at
other information in the report.

It would appear that either the software has misinterpreted the code, or (to
be kind to the BBC) that the code system does not provide enough information
for software (as opposed to humans with natural wit) to make the correct
choice.
