Isn't this just cold and bone dry though, where is the moisture coming
from to produce the wanted snow?

But of course that is just one operational run, which keeps cropping up
every third run or so. When the ensembles come out in a while it will be
another outlier. What is interesting though is the level of
uncertaintity at just a few days, so as you imply, almost anything could
happen.

The ECMWF 12Z operational run seems in pretty good agreement concerning
the severity of the cold.
