If the schools are open, then the kids are under supervision and
controlled in what they are allowed to do.

With the schools closed, the kids are free to do what they want,
unsupervised and uncontrolled.

The East of England Ambulance Service are testament to this.

In the case of the former the school/LEA/Council are liable in the latter
they (generally) aren't.

IMHO, provided the school has the legal staff:pupil(*1) ratio, heating, lunch
provision and loos(*) school open is safer.

(*1) Note "staff" not just "teachers".

(*2) Do any schools still have, as their only toilets, unheated outside ones?
