Isn't FZFG supposed to be freezing fog? Though the visibility is no
doubt very poor, surely they shouldn't be using that?

I'm sure that if it weren't snowing it would be depositing rime :-) But yes
+SN would be good enough by definition.

I wonder if this is just the sensor getting confused. Do automatic sensors actually even record weather - if so I'm assuming the vis is so low in the heavy snow that it thought it was foggy?

I think that does happen. On the NWS METARs, visibility reduced to fog levels by precipitation often appears as fog / freezing fog (depending on temperature), I think.

Total rainfall equivalent recorded at New York Central Park in the whole event seems to be 19.8 mm.

With a temperature of -6C and dew-point of -8C, I'd say freezing fog is
unlikely.
