I don't think they were *in* the sea, merely walking along the front.
Neither do I know if conditions were bad enough to make the
average person stay away or whether it was only a little rough
and it was a genuine 'freak' wave and they were simply unlucky.

You could of course close of the promenade at the slightest hint
of bad weather, but then you will get the inevitable accusations
of the 'nanny state' taking over.

avoid incoming swell and a much larger swell caught them....children will be
children!!!. Very foolish according to local opinion (Look North TV)...lots
