Default Cold Plume?

Correct in every detail.
That is exactly how the media controllers want it. Their companies are
paying for it, so that is what they get.

If you want an educational weather channel, may I suggest that you

From the BBC's Purpose and Values web page: "The BBC exists to

enrich
people's lives with great programmes and services that inform,

educate
and entertain".

Note "inform and educate".

Yes, but you could argue that a 'dumbed-down' weather forecast will
still do all those 3, just not educate people to the level of
meteorological knowledge required by weather enthusiasts.
