Yes, but you could argue that a 'dumbed-down' weather forecast will
still do all those 3, just not educate people to the level of
meteorological knowledge required by weather enthusiasts.

'Inform', certainly, as in it will/won't rain tomorrow.
However 'educate' suggests something rather more in-depth,
background knowledge if you like.
