Default Rain Gauge and Snow

While waiting for my weather station to arrive, had a simple question about
the rain gauge. It is the tipping variety. The ratio varies, but generally
10 inches of snow for when gauge shows 1 inch precipitation. But, what makes
the now turn to "water" and keeps it from showing up days later?
