EMERGENCY Flash Warning of
- Severe Gales/Storms

For the following areas
- Northern England
- Yorkshire and Lincolnshire
- Blackburn with Darwen
- Blackpool
- Dumfries + Galloway
- E Ayrshire
- E Lothian
- Gtr Manchester
- Lancashire
- Midlothian
- S Ayrshire
- S Lanarkshire
- Scottish Borders

Storm force westerly winds with gusts of 80 to 90 mph are expected
across northern and eastern England and parts of southern Scotland
from the early hours of Saturday morning. Northeast England is
currently considered at greatest risk from the damaging winds.
Buildings could be damaged and many trees uprooted. Driving
conditions will be extremely dangerous and the public is advised not
to make any journeys unless really necessary.

Wow, this looks like a really nasty one.
If winds of 90mph are mentioned then that's far more than your
average winter gale and if it hasn't been over-hyped it will be
very serious indeed.

Something tells me I won't be getting much sleep tonight

The public is singular, I understand. Unlooked-for precision by the
writer. Unusual these days, hence the over-use of sadly and the use of
scarey in journalism. The precision is the more to be cherished because
of its rarity.

Rather than *are* advised I presume.
Both sound correct to me. There is only one public so *is* would
seem correct, but the public comprised many individuals so
*are* seems equally correct.

'The public' is normally regarded as a singular collective noun and I
think thus takes a singular verb form.

"The public" is, as Fowler calls it, a noun of multitude. It
may be followed by either a singular or a plural form of the
verb, according to whether it stands for a single entity or
for the individuals who compose it. The clue in the above
example is in the rest of the sentence. If the writer of the
Emergency Flash Warning regards "the public" as a single
entity, he or she therefore expects "the public" may have
decided to make one or more journeys as a single entity.
If the writer of the warning thinks that individual members
of the public might be considering making individual
journeys, then evidently he or she believes that "the public"
comprises a large number of individuals.
