I've just witnessed something similiar over Allonby on the Solway coast of
Cumbria. As an amateur with no meteorological education, I hesitate to call
it anything at all in case I get laughed at, but my first thought was, "it's
a funnel cloud". It didn't reach the water, so it can't be a waterspout, can
it?

If it was a not a mini waterspout it would be sub mini but since it is
a not a mini tornado then I suppose it could be a light micro.
