You need something of a known size, in this case the board length and surfer provide that. In places like Nazare there are many taking photos when conditions are good, so you get shots from different angles to compare and come to a judgement. It's only the towing out & rescuing people by surf ski that has allowed such large waves to be surfed in recent years. The Cornish equivalent is the Cribbar reef at Newquay.
