Average March temperature, so far, is actually fairly close to normal across England. http://www.met.reading.ac.uk/~brugge/anomt.jpg

As for 20C, that's very unusual for March in Cornwall. Across the border in England it looks like 20C will be hit before the end of the month.

Penzance - So far mean temp +0.1C, rainfall 51% of the norm for the whole month. Sunshine at nearby Bosullow 81% of the months norm. It's been OK here.

Well Bob, England is a big place!
Here in Wokingham we last had 20C in March in 2017, 20.8 on 30th.
Before that, 20.4 on 20th in 2014. In fact, 20C in March has been seen
here 5 times since 1976, the highest being 21.3C in 1990 and 2012.
The 1990 occasion was on an unusually early 17th.
In the longer-term, the Wokingham series back to 1904 saw a total of
18 =20C in those 116 years, the highest being 22.6 on 29th in 1965
and 22.4 on 9th in 1948. That last was certainly exceptionally early, the
Monthly Weather Report states that the highest in the UK that day was
23.9 C at Wealdstone, Middlesex.

I'd have though that was quite common. Did anywhere do so last year? I
know that April and May were exceptional, but March was pretty average.

I see Copley has a forecast 17C on Tuesday 30th with a moderate SW'ly. Somewhere in our region could well make 20C - it'll be close!

My childhood memories (i.e. pre-recent warming) are that this milestone was reached somewhere in the UK (OK, it probably usually was England) around the middle of April. We should not expect 20C in March - and UK temps have been well up to long term averages this month. The record March temperature of 25.6C is going to be approached very closely in the next few days.

No idea but 20C here in March is not that common as the sea is still too
cool and inevitably on a sunny March day, a sea breeze will spark up
late morning and peg the temperature back to the mid to high teens
rather than +20C, despite the strong spring sunshine.

The last time I reached +20C here was in 2012 with 21.6C on the 29th.

There have only been 3 March days since 2005 that I have recorded 20C or
higher.

So far this March has been drier, slightly warmer and rather cloudier
than normal.

1st - 27th
Mean minimum = 3.6C
Mean maximum = 12.5C
Mean = 8.1C
Rain = 37.6 mm
Sunshine = 104.4 hours

With the record from 1986, the highest March trmp. here in Wembury was 19.5°C on 29th in 2012.
However, not far away at Plymouth Mt Batten it reached 20.1°C.
My graph on the Weather and Climate google group shows the first 20°C trend arriving earlier over time.
Last year it was at its earliest with 8 Apr.

The pressure gardient set up is different this year giving an easterly when it was more southerly last year in Apr.

I am not sure we will reach 20C in the mid week coming.

The air will be coming down a cold Channel.
As has already been mentioned, the sea is cold and if a sea breeze starts it would peg the temps.

UKMO are going for 17C on Wed.
MeteoGroup for 17C on Tues.
