Default Hurricane Control Technology

Hurricane Sandy caused too much damage. And it was still relatively weak hurricane category No1. Hurricanes cause major damage each year. Is it possible to make an active prevention. In about 1 billion U.S. dollars can be implemented technology the control of hurricane at sea. This is a U.S. patent 7798419 "Method of and a device for the reduction of tropical cyclones destructive force." (Author ).
It is high time to launch active preventive work, only to not do damage remediation.
