Will Hurricane Olivia hit Hawaii? Hurricane Olivia is currently a Category 3 Hurricane with maximum sustained winds of 115mph with some gusts reaching 140 mph. According to the National Oceanic and Atmospheric Administration’s (NOAA) latest update, the hurricane is moving west at 12mph. Hurricane-force winds extend outward up to 25 miles from the centre and tropical-storm-force winds extend outward up to 90 miles. David Ige has signed an emergency proclamation that allows state money to be appropriated for losses related to Hurricane Olivia and declares the counties of Hawaii, Maui, Kalawao, Kauai and the City and County of Honolulu disaster areas in order to implement emergency management functions.
