following message rates a 3 out of 10 (1=best behavior, 10=BartloRage),
mostly due to vindictiveness.

As background, Heidi is a concerned poster who is doing her best to raise
the signal of the signal-to-noise ratio of ne.weather. Unfortunately, her
signal induces Joseph's "noise".
